Exhibit 17A: Historical trends in industrial electricity costs for West Virginia and neighboring states shows the monthly trend in industrial energy costs where the y axis represents cents per kilowatt hour and the x axis marks the year from 2014 to 2017. In the graph, the West Virginia line shows a gradual but steady rise in the amount of industrial energy costs per kilowatt hour from 2014, where the cost was at 6 cents to 2017, where the cost rose to 7 cents. The U.S. average line shows the rise and fall of industrial energy costs between 2014 and 2017, rising as much as 8 cents per kilowatt hour and as low as 6.5 cents per kilowatt hour. In 2014, the U.S. average industrial energy cost was at 7 cents per kilowatt hour, while in 2017, the U.S. average industrial energy cost dipped slightly below to around 6.8 cents per kilowatt hour.
